Measures

There are some non-acoustic measures to take in order to change the public perception; these measures involve a change in politics of the major European and international organizations regarding aircraft noise. These may include:

  • Educational activities, broadcasting and accessibility.
  • Public participation of the community.
  • Improvement of the community.

 

Educational activities, broadcasting and accessibility

If the measures have a social implication, those affected by acoustic nuisances will feel more supported by the community. If educational and broadcasting activities are carried out, people may reach a better understanding about the sources of discomfort and have a more comprehensive approach to noise. It is important to explain the measures being taken to minimize noise and that these measures are the best available.

Possible actions:

  • To develop a community outreach program about noise (e.g. events, meetings). Manchester airport develops it through an Advisory Committee.
  • Broadcasting through e-mails, postcards, letters, etc. about:
    • Extent of the projects, expansion works, improvements.
    • Alerts for abnormal noise and reasons for anomaly.
    • Information about projects that affect specific areas of the surroundings (some houses are more affected than others).
  • Public monitoring of flights, like the WebTrack launched by Aena for Madrid and Barcelona airports.
  • Facilitate, as far as possible, the communication between airport authorities and the affected population.
  • Publicize the reports. Participate in local newsletters and community magazines, e.g. Portside is a quarterly publication of the Portland community.
  • Use of social network (e.g. facebook, tuenti, twitter).
  • Inform first-hand home buyers and future members of the community.
  • Provide information to schools in a pleasant and easy manner, organizing events and meetings for young people (e.g. excursions, games). An example of this model is the Sea-Air School initiative of Seattle airport.

 

Public participation of the community

If the community actively participates in the measures, the affected population no longer feel excluded in the decision making affecting their daily routine and give their opinion about the aspects that has to be changed.

Possible actions:

  • Consultative Committee for complaints and inquiries about nuisances.
  • Silent flight Committee with representation of people affected by noise. It is an initiative that encourages airlines to operate as quietly as possible through discussion forums.
  • Active cooperation with all the involved organizations: local, national institutions (neighbourhood organizations that claim for noise abatement).
  • Consultation and open-house Workshops.
  • Public demonstrations.

 

Improvement of the community

When improving the community and giving importance to the opinion of the population, a more positive reaction versus the negative aspects of living near an air hub is received.

Possible actions:

  • Use sponsors and manage programs to support local and regional community like training to professionals, development of specific courses, and job priority to the dwellers of the neighbourhoods.
  • Seek innovative approaches to deal with the nuisances.

  • Community grants programme.
